Stephen C. Padilla


Steve Padilla brings skilled expertise to the provision of quality consulting and advocacy services. His broad experience of over 20 years and creative problem solving skills have earned him a strong reputation as an effective advocate, communicator, and coalition builder, who can bring together diverse interests and get results. Having worked in government on policy and administration at many levels, he combines his extensive knowledge of issues with skilled strategic advocacy for the benefit of his clients.

Beginning his practice in 2007, Steve Padilla has worked with private entities, non-profits, public interest collaboratives and individuals assisting them with a variety of policy and advocacy needs.

Steve Padilla served as Mayor of the City of Chula Vista, CA (pop. 250,000) from 2002 -2006, as a member of the California Coastal Commission from 2005 -2007, and later as a member of the Board of Port Commissioners of the Unified Port of San Diego from 2009-11. Prior to serving as Mayor, he served two terms on the Chula Vista City Council from 1994-2002. While in office he served on the Board of Directors and Executive Committee of the San Diego Association of Governments (SANDAG), on the Board of Directors of the San Diego County Division of the League of California Cities, and as a member of the U.S. Conference of Mayors. In 2008-2009, Mr. Padilla served on the Independent Task Force on U.S. Immigration Policy for the Council on Foreign Relations.

Mr. Padilla holds undergraduate degrees in Public Administration and Liberal Arts, and has been a published columnist writing on local, state and national policy issues.
